Turns out the issue wasn't the passwords... it was if you'd ever made a PIN or not in the past as they use the encryption.
All PINS have been cleared, please re-set a PIN when you can (if you want one)
If you didn't have a PIN to begin with, you can safely ignore this announcement.
No one needs to reset their passwords either, and you can ignore the -e-mail that was sent out to you (if you received it)
